The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. The National Institute of Allergy and Infectious Diseases intends to procure a 12-month term for SurveyMonkey Enterprise seats to support the Office of Cyber infrastructure and Computational Biology. This procurement is intended to be conducted on a sole source basis under the authority of 41 U.S.C. 1901(e)(2) and FAR 13.106-1, as the agency has determined that SurveyMonkey Enterprise is the only source capable of satisfying its specific requirements for conducting surveys across the NIAID community. This notice serves as a statement of intent rather than a request for proposal. However, other responsible sources capable of providing comparable data processing and hosting services were invited to submit capability statements to the purchasing agent by June 19, 2019. The final decision to either proceed with a sole source negotiation or open the requirement to competition remains at the sole discretion of the government.
