BL136-26, Purchase and Installation of Guardrail and Fencing on an Annual Contract

Gwinnett County Government is soliciting bids for an annual contract for the purchase and installation of guardrails and fencing, including associated shoulder construction, at various locations within Georgia. The scope of work requires the contractor to provide all necessary machinery, tools, materials, and labor, including the preparation, grading, seeding, and mulching of grass shoulders and the provision of all traffic control measures. All work must adhere to the Georgia Department of Transportation (GDOT) Standard Specifications, Construction of Roads and Bridges (1993 Edition), and materials must be sourced exclusively from GDOT certified suppliers. The initial period of performance is scheduled from February 16, 2027, through February 15, 2028, with the option to renew for four additional one-year periods. The contract will be awarded to the lowest responsive and responsible vendor for quotes or the highest scoring firm for proposals, with a tie-breaker based on the lowest cost. Applicants must submit a signed submittal, a completed fee schedule, and required affidavits, including a Code of Ethics Affidavit for solicitations exceeding 100,000 dollars. Required bonds include a 5 percent bid bond and 100 percent performance and payment bonds. Submittals must be delivered in a sealed package to the Gwinnett County Purchasing Division by the deadline of November 30, 2026, as emailed or faxed submissions will not be accepted. Firms on the Gwinnett County ineligible source list are prohibited from bidding.
