Blanket Fuel Contract for Law Enforcement Vessel(s)

The Texas Parks and Wildlife Department is soliciting bids for a Blanket Contract to provide Marine Grade No. 2 Diesel Fuel for its Law Enforcement Vessels on an as-needed basis, with solicitation number 802-27-76408 posted on July 15, 2026, and a response deadline of July 29, 2026. The contract is expected to commence on September 1, 2026, and will be administered under the NAICS code 424720, with performance limited to Texas, specifically within a five-mile radius of the Galveston Yacht Basin. Fuel will be delivered at a frequency of approximately 525 gallons per fill-up, with an anticipated annual volume of 11,000 gallons, and must be available seven days a week between 6:00 a.m. and 9:00 p.m. for vessels up to 80 feet in length. Pricing is based on the OPIS net contract low price on the day of delivery plus a fixed Contractor's Constant that remains unchanged for the contract’s duration, with TPWD exempt from federal excise taxes. Invoices must be submitted monthly with detailed transaction data including the OPIS price, fuel type, gallons delivered, vendor constant, and Purchase Order number, and payments are processed within 30 days via state warrants upon receipt of properly formatted invoices sent to the designated Austin billing address. Contractors must meet stringent compliance obligations under federal, state, and local laws, including the Clean Air Act, Federal Water Pollution Control Act, Immigration Reform and Control Act, and Texas Government Code provisions relating to Historically Underutilized Businesses, debarment, human trafficking, and data security. The Contractor and its employees must not have felony convictions, must maintain all required insurance coverage with Texas-licensed carriers holding an A rating from Best, and must comply with OSHA standards for equipment and safety.
