MOTOR OIL AND LUBRICANTS

The Town of Manchester, Connecticut, is seeking a single vendor to supply various motor oils and lubricants for vehicle and equipment maintenance. The contract term runs from January 1, 2027, through December 31, 2027, with an option to extend for four additional one-year periods. To be eligible, bidders must carry a full line of lubricants and be capable of supplying at least 50% of the products listed in the proposal. All provided items must be virgin oils that meet or exceed manufacturer specifications, and the Town's Fleet Manager maintains sole authority to approve alternate brands. Deliveries must be completed within 72 hours of order receipt to two specific locations: the Fleet Maintenance Garage on Olcott Street and the Police Fleet Garage on East Middle Turnpike. The vendor is responsible for all handling and inside delivery, as Town personnel will not be available for unloading. All containers must comply with U.S. DOT specifications and be clearly marked with the manufacturer and brand name. For bulk deliveries, the vendor must certify the manufacturer, brand, and grade for each shipment. The Town is exempt from Connecticut state sales tax and federal excise tax, though the Connecticut Gross Receipts tax shall be added to the total billed price. The successful bidder must provide a Form W-9, submit OSHA Safety Data Sheets upon award, and maintain specific insurance coverages, including Workers' Compensation, Environmental Liability of at least $1,000,000, and Cyber Risk Insurance of at least $1,000,000. Additionally, this is a public works project subject to the Connecticut Prevailing Wage Law, requiring the submission of monthly certified payrolls. Responses are due by October 26, 2026.
