THIS IS A SOURCES SOUGHT/SOLICITATION NOTICE TO IDENTIFY SMALL BUSINIESSES TO PARTICIPATE IN A BLANKET PURCHASE AGREEMENT (BPA). THIS IS NOT A REQUEST FOR PROPOSALS. THIS REQUEST DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. A SEPARATE SOLICITATION WILL NOT BE ISSUED FOR THIS ACTION.  



This sources sought notice is issued for the sole purpose of conducting market research in accordance with the Revolutionary Federal Acquisition Overhaul (RFO) Part 10. The Vicksburg District may use the capability statements received from this sources sought to select vendors to participate in the Blanket Purchase Agreements detailed below.  No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests.

  1. Contract Information:  The Vicksburg Contracting Office (VCO) is soliciting capability statements and past performance information from all qualified and interested contractors to participate in a requirement for multiple Blanket Purchase Agreements (BPAs) for the Army Corps of Engineers. This BPA will be utilized for the rental/leasing and/or purchasing of equipment necessary to complete mission requirements. Leasing of equipment may be with or without equipment operators. The BPAs are anticipated to be a period not to exceed (5) five years from date of contract award.


  1. Project Information: The requirement is for the equipment rental and/or purchasing of, but not limited to Construction equipment, Transportation equipment, Material Handling Equipment, Farm Machinery and Equipment Manufacturing, Mining and Forestry Machinery, General Purpose Machinery, Marine Equipment, and other Commercial and Industrial Machinery Equipment.  This is not all-inclusive list but just an example of type of items to be lease/rented and/or purchased. The requirements are not known in advance and may vary considerably. Qualified contractors must have delivery capabilities to locations throughout the United States.


  1. Equipment Rental, Leasing and Purchasing: Equipment shall be serviced, cab air, in good operating condition, and ready for work. The vendor shall be responsible for all repairs incurred during normal operations and shall promptly provide replacement machinery, of equal design specification, if repairs cannot be performed in the field or require downtime more than (3) three days. Any downtime due to inoperable equipment shall be added back to the end of the rental period. The government will be responsible for routine daily maintenance as required by the maintenance manuals to maintain the equipment in good working order. All equipment shall be equipped with seat belts, back up alarms, and air conditioned operators cab. The equipment will be transported to the work site and returned to the vendor’s facility by the contractor. In the event equipment must be replaced due to equipment failure, the vendor shall be responsible for providing transport of the failed equipment and transport of the replacement.


  • Construction Equipment: This industry comprises establishments primarily engaged in manufacturing construction machinery, surface mining machinery, and logging equipment. Equipment purchasing/rental or leasing includes but not limited to: backhoes, bulldozers, construction and surface mining-type rock drills, construction-type tractors, off highway trucks, pile-driving equipment, portable crushing, pulverizing and screening machinery, powered post pole hole diggers, road graders, dredges and surface mining machinery.


  • Other Transportation Equipment: Equipment purchasing/leasing/rental for but not limited to: all-terrain vehicles, motor vehicles, motor vehicle parts, boats, ships, railroad rolling stock, aerospace products, motorcycles, bicycles, armored vehicles, and tanks.


  • Construction, Mining, and Forestry Machinery and Equipment: Equipment purchasing/leasing/rental for but not limited to for but not limited to: bulldozers, earthmoving equipment and cranes.


  • Other Commercial and Industrial Machinery: Equipment purchasing/leasing/rental for but not limited to metalworking, telecommunications, and agriculture equipment.


  • Welding and Soldering Equipment Manufacturing: Equipment purchasing/leasing/rental for but not limited to welding and soldering equipment and accessories


  • Farm Machinery and Equipment Manufacturing:  Equipment purchasing/leasing/rental for but not limited to agricultural and farm machinery and equipment, and other turf and grounds care equipment, including planting, harvesting, and grass mowing equipment.


  • Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing: Equipment purchasing/leasing/rental for but not limited to powered lawnmowers, lawn and garden tractors, and other home lawn and garden equipment, such as tillers, shredders, yard vacuums, and leaf blowers.


  • Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing: Equipment purchasing/leasing/rental for but not limited to industrial trucks, tractors, trailers, and stackers (i.e., truck-type) such as forklifts, pallet loaders and unloaders, and portable loading docks


  1. Delivery: The contractor is responsible for transporting all equipment to the work site and returned to the contractor’s facility. In the event equipment must be replaced due to equipment failure, the vendor shall be responsible for providing transport of failed equipment and transport of the replacement. The contractor is responsible for transporting all purchased equipment to the delivery location.


  1. System for Award Management: In accordance with RFO provision 52.204-7, prospective contractors must be registered in the System for Award Management (SAM) prior to entering into a BPA master agreement and receiving resulting BPA calls. Lack of registration in the SAM database will make an offeror ineligible to receive a BPA and any resulting BPA calls. Information on SAM registration can be obtained via the Internet at https://sam.gov/content/home


  1. Submission Requirements: The government invites contractors with the capabilities necessary to meet or exceed the stated requirements, as indicated in this posting, to submit a capability statement consisting of appropriate documentation, literature, brochures, and past performance information with references. Past performance documentation shall include contact names, as well as a description of the services provided, contract type (i.e., fixed price or cost), and dollar value. Proof of small business size must also be included. The company's CAGE Code and Unique Entity ID number shall also be included with the submission.


The capability statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate existing or developed expertise and experience in relation to similar requirements. Any brochures or currently existing marketing material may also be submitted with the capabilities statement. Please indicate your interest and/or ability to provide all services, and provide the maximum lifting capabilities of your facility. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the government. The government will not pay for any information received from potential sources as a result of this sources sought. Respondents will not be notified of the sources sought results.
