Blanket Purchase Agreements (BPAs) for Uniforms

The Architect of the Capitol is soliciting quotations for the establishment of multiple award Blanket Purchase Agreements (BPAs) to provide uniforms and related services across all its jurisdictions, with the goal of awarding up to two BPAs under a firm fixed-price structure and one labor-hour order. The requirement falls under NAICS code 315990 and Product Service Code 84, and the BPAs will have a potential five-year performance period consisting of a one-year base period and four one-year options, with the possibility of an additional six-month extension under FAR 52.217-8. All offerors must be actively registered in SAM and must provide their Unique Entity Identifier (UEI), CAGE code, and other required identifiers. The solicitation is a combined synopsis and solicitation with no separate written document to be issued, and responses must be submitted via email to the Contracting Officer by June 11, 2026, at 12:00 noon ET. Quotations must be structured in two separate volumes—independent technical and price volumes—with strict formatting rules including single-spaced 8.5" x 11" pages, Times New Roman or Calibri font at least 12-point for text, and specific page limits for each technical section. The BPAs require comprehensive uniform services including measurements, tailoring, embroidery with the AOC logo, attachment of jurisdictional patches, and delivery of all items to designated locations across the Capitol complex, including the Supreme Court, Senate, House, Library, Botanic Gardens, and other facilities. Items must comply with the detailed specifications in Attachment J.16, be manufactured to commercial quality standards, and include permanently attached care labels. The contractor must staff a part-time fitting room onsite, provide pant length alterations at no extra cost, and deliver complete orders—complete with alterations, embroidery, and labeling—within 45 calendar days of order placement. Deliveries must be F.O.B. destination, consolidated by jurisdiction, individually packaged with name labels and internal packing slips, and processed through the Off-Site Delivery Center with vehicle x-ray screening and personnel background checks. Invoicing must be submitted via the Internet Payment Platform after receipt and acceptance, and must include specific line-item details tied to each employee’s order. Evaluation will be based on four non-price factors—Technical Approach, Key Personnel, Corporate Experience, and Past Performance—which are collectively more important than price, and all three technical factors serve as pass/fail
