S--BLM Utah SLFO Rec Site Vault Pumping & Recharging

The Bureau of Land Management Salt Lake Field Office is soliciting quotes for a firm-fixed price contract to provide vault toilet pumping and water recharging services across Tooele, Rich, and Utah Counties. The scope of work involves the scheduled maintenance of approximately 28 to 35 vaults at various recreation sites, including Clover Springs, Simpson Springs, Fivemile Pass, Knolls, Birch Creek, and Little Creek, with additional sites like County Line and Timpie Point Shooting Complex being added upon construction completion in Fall 2027. The performance period begins October 1, 2026, and extends through September 30, 2031, consisting of a base year ending September 30, 2027, and subsequent option years. The contractor is responsible for providing all pumping supplies, tank additives, and necessary personal protective equipment, while also providing Safety Data Sheets for all chemicals used. This opportunity is a total small business set-aside and will be awarded based on a tradeoff approach where technical factors are considered more important than price. Eligible vendors must be registered in the System for Award Management and provide certification of professional licensing to perform the services. The contract includes provisions for up to three optional emergency pumpings per year. Payment will be processed electronically through the U.S. Department of the Treasury's Invoice Processing Platform System, contingent upon the submission of service completed notifications and subsequent inspection by the Contracting Officer's Representative. Following Amendment 1, the solicitation close date has been extended to September 8, 2026.
