Blood Collection Mixer

The Department of National Defence is seeking a National Individual Standing Offer for Blood Collection Mixers and associated training services to support Canadian Forces Health Services clinics across Canada. The equipment is critical for enabling safe, accurate, and efficient Fresh Whole Blood collection in field and operational environments, particularly for the Emergency Donor Panel. The standing offer, valid from its issuance date through 31 March 2031, will cover the supply of new and unused Blood Collection Mixer kits, including integrated rechargeable battery packs, AC power adapters, protective cases, and heat sealers, as well as in-person and virtual operator training and in-person technical service training, all provided on an as-needed basis through individual call-ups. Estimated annual quantities total 126 units over five years, with delivery to be made under DAP Petawawa, Ontario terms, meaning the contractor retains responsibility for transportation, export clearance, and delivery risks until the goods arrive at the designated location, after which Canada assumes import duties and taxes. Evaluation will follow a Lowest Price Technically Acceptable model, where only offers meeting all mandatory technical criteria will be considered, and the lowest validated price will determine contract award. All proposals must comply with Canadian procurement standards and be submitted in either official language. Offerors are required to certify legal capacity, adherence to codes of conduct, accuracy of submitted information, and absence of conflicts of interest, with additional documentation needed if they are former public servants receiving pensions. Personnel involved must hold appropriate security clearances up to Top Secret level as required, and unscreened individuals may only be on-site under escort. Packaging must be reusable, recyclable, or returnable unless specialized for technical reasons, and must adhere to ISO 21067-1:2016 and Canadian standards. No U.S. FAR clauses apply; instead, the contract uses Canadian-specific clauses referencing the Standard Acquisition Clauses and Conditions Manual. Invoices must reference the Contract Reference Number and Procurement Business Number and be submitted according to instructions on the first page of the contract, with payment processed via direct deposit, EDI, wire transfer, or acquisition cards. The offering is open to all eligible suppliers without size or socioeconomic set-asides, and quarterly usage reporting is mandatory upon award. The solicitation closed on 16 March 2026, with amendments issued to adjust timelines and submission details, and all technical specifications and pricing are to be detailed by offerors in response to the call.
