Full Description

The Blue Bag Program (“Program”) is an encampment trash cleanup program originally piloted in San Luis Obispo County (“County”) in 2019. The program encourages those living in encampments to keep their areas clean and free of debris by providing weekly trash pickup. This helps to alleviate the environmental concern of litter, beautify the County, and buildself-esteem and life skills in those that are unhoused. The services required include the administering of the encampment trash cleanup program, case management with an outreach worker, and help connecting those living in encampments with resources. Overall, the Program is a harm reduction program for our unhoused neighbors in the County. The County would like to work with a community service provider (“Community Partner”) to bring this program back for the 2025/2026 fiscal year.

Solicitation # 1999
The County of San Luis Obispo is soliciting proposals from qualified firms to develop the San Luis Obispo Valley Basin Groundwater Sustainability Plan Water Year 2026 Annual Report. This data-driven report serves as a yearly status update on the physical conditions of the basin, assessing sustainability indicators and comparing conditions to sustainable management criteria. The primary deliverable is the Annual Report, which must be submitted to the California Department of Water Resources by April 1, 2027, with all contract work and close-out completed by May 1, 2027. The scope includes technical analysis such as groundwater elevation contour maps, water use data by sector, and a Groundwater Storage Sensitivity Analysis, all performed in accordance with Water Code Section 356.2 and DWR guidelines. The contract is structured as a time and materials agreement with a not-to-exceed amount. Award decisions will be based on the selection of the best-qualified firm, with evaluation factors including the completeness of the work plan, demonstrated expertise in similar projects, staff qualifications, and familiarity with the Sustainable Groundwater Management Act. Local vendors will be given preference when other factors are equal. Proposers must submit a technical proposal limited to 30 pages, including a cover letter, firm description, staffing plan, and a detailed work plan, along with a separate cost proposal. Compliance requirements include adherence to the Americans with Disabilities Act, the California Fair Employment and Housing Act, and certification that the firm is not a target of economic sanctions regarding Russia.
