The City of Lancaster (COL) seeks a licensed and professional Security Contractor to establish a 1-year agreement for the immediate deployment of armed private security officers to patrol assignments throughout the BLVD Business District. The Contractor must be able to provide uniformed armed security officers. This shall consist of providing one (1), two-man foot/bike patrol seven days a week and one (1), two-man vehicle patrol, seven days a week. The contractor must provide comprehensive security services, including but not limited to, protecting BLVD District properties (buildings, businesses, parking lots), visitors, and business employees. Activities include but are not limited to patrolling parking lots and public gathering areas and interacting with the public. The company's team must include a Qualified Manager, as defined by Department of Consumer Affairs Bureau of Security and Investigations Services, experienced in on-site security guard and patrol services as described herein. The company’s team must include a Field Supervisor that will be able to respond to various locations throughout the day and shall provide supervisory support and guidance as needed to patrol staff. Supervisors should be on duty and available during patrol hours listed in Scope of Work. A vehicle will be required. The Contractor shall provide all labor, materials, training, and equipment necessary to perform work during the contract period, as specified herein. At a minimum, the firm must have the ability to provide the following activities/services: Personnel: Armed Security Officers – Uniformed and armed with the ability to conduct various patrol assignments. All security officers must be licensed, experienced, and familiar with public contact security. These officers will operate in a manner which respects the reasonable expectations of privacy and security of persons and properties. All personnel assigned to the contract must be employees of the company and covered by the firms’ workers’ compensation policy. At no time is the awarded firm allowed to subcontract any aspects of the contract to another company.
