Boiler Testing, Maintenance and Repair Service

The Department of Veterans Affairs, through the G.V. “Sonny” Montgomery VA Medical Center, is seeking a Service-Disabled Veteran-Owned Small Business (SDVOSB) to provide comprehensive testing, maintenance, and repair services for three Cleaver-Brooks wet tube boilers and associated boiler plant equipment at the Jackson, Mississippi facility. This non-personnel services contract, issued as a Request for Quotation under FAR subpart 12.6 and simplified procedures for commercial services, has an estimated value of $19 million and is structured as a base year plus four one-year option periods, with performance beginning October 1, 2026, and extending through September 30, 2031. The contractor must provide all labor, tools, materials, parts, and management necessary to perform semi-annual and annual inspections, tuning, and calibration of burner controls, safety devices, SCADA systems, emissions monitoring, pumps, fans, variable speed drives, and associated instrumentation in strict compliance with the VHA Boiler Plant Safety Device Testing Manual, NFPA 85, manufacturer guidelines, and other applicable codes. Technical proposals must pass a mandatory pass/fail evaluation based on five stringent criteria: certified Cleaver-Brooks technicians with at least five years of boiler service experience and one year of trade school; documented experience with comparable institutional boiler systems; availability of calibrated tools and equipment for all required tests; ability to respond within two hours of contact and arrive on site within 24 hours, with repair capacity up to $50,000 annually; and demonstrated adherence to all regulatory and safety standards. Award will be made on a Lowest Priced Technically Acceptable basis, with past performance considered solely for responsibility determination. The contractor must designate a key point of contact, ensure all personnel are qualified and wear visible identification while on site, comply with VA records management training including the TMS course VA 4192704, adhere to standard business hours of 8 a.m. to 4:30 p.m. Monday through Friday, and obtain prior approval for after-hours work. All subcontractors must be bound by the same contractual obligations, and violations by subcontractors will be attributed to the prime contractor. The offeror must be actively registered in SAM with a current UEI, maintain up-to-date certifications in SAM, and submit a proposal that includes full technical description, pricing, warranty terms, completed FAR 52.212-3 representations, and acknowledgment of all
