The item is subject to strict export control under ITAR or EAR, restricting its technical data from disclosure to foreign persons or entities without prior authorization from the Department of State or Commerce, and compliance with DFARS 252.225-7048 is required. Only contractors certified under the US/Canada Joint Certification Program, who have completed DLA’s export control training and questionnaire, may access the controlled technical data. Packaging must conform to MIL-STD-2073-1E and RP001, with unit-level packaging as boxed (BD), intermediate packaging as envelope (ES), and no use of mercury or mercury compounds permitted per IP056. Marking and labeling must comply with MIL-STD-129, including mandatory barcode compliance and bare item marking per RQ017, while hazardous materials labeling must adhere to OSHA’s Hazard Communication Standard unless exempted by specific federal statutes, with MSDS submissions required for non-exempt items. The solicitation mandates NIST SP 800-171 cybersecurity compliance at a Basic, Medium, or High assessment level, and contractors must submit a summary score via the Supplier Performance Risk System; failure to meet this threshold disqualifies an offer. Offers containing additive manufacturing components are ineligible, and all proposers must be registered in SAM with valid CAGE and UEI codes. Inspection and acceptance occur at origin, and the contractor must certify conformance with applicable quality standards such as SAE AS9003 or ISO 9001. Invoicing must be processed through WAWF, and the contract type remains unspecified pending the Contracting Officer’s determination. Price data is incomplete in the solicitation, and no estimated contract value is disclosed.
