Humble Independent School District has issued a solicitation for the procurement of books and publications, designated as RFP 2024-104-48, which is open for electronic responses on a recurring basis through October 16, 2028, with automatic annual renewals unless either party opts out in writing. The district emphasizes that only approved vendors—those who meet specific criteria through a formal procurement process and receive board approval—are authorized to engage in contracts or provide services. Vendors interested in becoming approved must respond to this RFP, submit all required documentation, including conflict of interest disclosures and Form 1295 for ethics compliance, and pass the evaluation process. Once approved, vendors will be notified via a Notice of Award, allowing them to participate in ongoing procurement opportunities under this rolling contract. The contract size ranges from $500,000 to $2,000,000, and the district prioritizes value, quality, and service in its selection process. The solicitation process is managed through the district’s online bidding portal, where all questions and clarifications must be submitted electronically by the specified deadlines, as verbal inquiries are not responded to. The district’s purchasing department, led by Bid Specialist LaShadre Paul, oversees the process and ensures compliance with legal and ethical standards, including conflict of interest laws and Texas ethics filing requirements. Supporting documentation includes detailed instructions for completing conflict of interest questionnaires, ethics forms, and other related compliance forms. The district’s objective is to establish a qualified vendor pool capable of providing a broad range of educational materials and publications, with an emphasis on transparency, competitive pricing, and adherence to district policies. The comprehensive approach aims to secure the best value for the district’s educational needs while maintaining strict compliance with legal and ethical standards governing public procurement.
