BOUNDARY TOPOGRAPHIC AND UTILITY (BTU) LOCATION SURVEY

The U.S. Embassy in Bogota, through the General Services Office and under the Department of State, is seeking qualified contractors to perform a Boundary, Topographic, and Utility (BTU) Location Survey for three sites in Bogota, Colombia, which are to be acquired by the U.S. Government and subsequently transferred to the City of Bogota for development as public parks. The solicitation, identified as PR16010503, is issued as a combined synopsis/solicitation for a commercial item under FAR 12.6, with no set-aside and open to all responsible sources. Contractors must comply with the 2016 Minimum Standard Detail Requirements for ALTA/ACSM Land Title Surveys, including all Table A items 1-14 and 16-20, and ensure all survey data is based on the WGS84 geodetic reference frame. Deliverables must include accurate boundary delineation with permanent monuments where necessary, detailed topographical and utility location surveys, and comprehensive site analysis reports in English using metric measurements, prepared and certified by a locally licensed civil engineer or land surveyor in Colombia. All electronic submissions must be in AutoCAD 2015 .dwg and PDF version 1.4 or greater format with bookmarks, and hard copies must be on durable, insurer-acceptable material. Proposals must be submitted via email to bogotagsocompras@state.gov with PR16010503 in the subject line no later than June 5 at 4:00 PM Bogota local time, and must include separately priced line items for each of the three sites and each category of services, along with a detailed work schedule and unit rates. Offerors must demonstrate that their licensed surveyor is currently licensed at the time of submission and provide documented experience from the past two years with comparable projects, including client names, contract values, and points of contact. Mandatory certifications include compliance with the NDAA Section 889 prohibitions on covered telecommunications equipment and services, affirmed through a signed January 2026 certification, and a signed statement confirming full understanding and acceptance of the requirement, DDP delivery terms to the Embassy warehouse in Bogota, and net 30-day payment terms in U.S. dollars for U.S. vendors or ColombianPesos for local vendors.
