AI Contract Overview
The contract solicitation SPE7LX-26-U-8898 seeks three mounting brackets identified by NSN 5340-01-693-6794 under a Total Small Business Set-Aside, with performance required within 81 days of a delivery order issuance. The item is governed by stringent military packaging and marking standards, including MIL-STD-2073-1E for packaging, MIL-STD-129 for shipment labeling, and MIL-STD-130N for Unique Identification and barcoding, with no special preservation materials required beyond clean and dry conditioning. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle with a guaranteed minimum of one unit and a maximum potential value of $350,000, though no unit pricing is specified, making actual obligations contingent on future delivery orders. Technical data associated with the item is subject to export controls under ITAR or EAR, requiring compliance with DFARS 252.225-7048, restricting access to contractors holding a valid US/Canada Joint Certification Program certification, who have completed mandatory DLA export control training and questionnaire. All offerors must be registered in SAM, possess a valid UEI and CAGE code, and represent their small business status per FAR 52.219-1. Cybersecurity requirements mandate CMMC Level 2 certification for the third-party assessment organization and compliance with DFARS 252.204-7012 for safeguarding covered defense information, alongside mandatory whistleblower protections, trafficking in persons prohibitions, and employment eligibility verification. Invoicing is exclusively through WAWF, and inspection and acceptance occur at the destination point by the Government. Packaging and marking must adhere to all referenced DLA standards, and hazardous materials must be labeled per OSHA HazCom, while the use of hexavalent chromium and covered defense telecommunications equipment from designated Chinese military companies is strictly prohibited. The solicitation is open to small businesses only, with proposals submitted electronically via the DLA-BSM portal using SF-18, and no formal evaluation factor weights or trade-off methodology are disclosed, implying an LPTA approach is anticipated.
