Full Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 dated March 13, 2026. The associated North American Industrial Classification System (NAICS) code for this procurement is 517810. This solicitation number W50SC226QA002 is for the Connecticut Air National Guard (CTANG).
The USPFO for Connecticut intends to award a Firm-Fixed Price contract for the purchase of Commercial Internet Service (see attached PWS). The period of performance will be one base year, with 4 additional option years.
This solicitation is a 100% Small Business Set-Aside.

3. Bid MUST be good for at least 60 calendar days after submission. It is your responsibility to make sure your quote is received. The fact that the contracting office did not receive your quote due to an error on the email address does not change the due date or time.
Basis for Award shall be made to a single offeror. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The most important factors are price and past performance. SAM Registration: Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, they may do so through the SAM website at http://www.sam.gov. Payment shall be paid thru the wide area workflow program. All payments are net 30 days. All Offerors must accept this as payment. The wide area workflow website is https://wawf.eb.mil/. Offerors must include a list of their offer’s specifications along with their quote to determine technical acceptability.
A small business joint venture offeror must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with 52.204-8(d) and 52.212-3(b) for the following categories:
(A) Small business;
(B) Service-disabled veteran-owned small business;
(C) Women-owned small business (WOSB) under the WOSB Program;
(D) Economically disadvantaged women-owned small business under the WOSB
Program; or
(E) Historically underutilized business zone small business.
