AI Contract Overview
The Defense Health Agency, through Naval Medical Center Portsmouth, is soliciting information to establish a Blanket Purchase Agreement for the consignment of breast implants and tissue expanders to support the Plastic Surgery Department. This request, identified by solicitation number 12421747 and classified under NAICS 339113, is not a formal solicitation but a sources-sought RFI to determine commercial availability and potential vendor capabilities. Respondents must demonstrate their ability to supply specific MemoryGel implant models including Smooth Round Moderate Plus Boost Profile sizes of 630cc, 675cc, and 730cc, and Smooth Round Moderate High Boost Profile sizes from 230cc to 500cc, maintaining a consigned inventory based on NMRTC Portsmouth’s estimated monthly usage. The vendor is required to provide an initial stock, promptly replace used or expired items with identical size and model products, and ensure instant availability through continuous inventory replenishment. Ownership of consigned inventory remains with the vendor until the items are used by the facility, at which point NMRTC assumes liability for loss, damage, or expiration. The vendor must replace all defective or shipping-damaged products at no cost, and is restricted to liability limited solely to product replacement. All delivered breast implants and tissue expanders must be shipped via overnight courier for next-business-day delivery, with NMRTC covering these charges; other products require two-business-day delivery at the vendor’s expense. Annual physical inventory counts must be conducted jointly by vendor and NMRTC personnel on-site, and records must be maintained in compliance with applicable laws and vendor protocols. Respondents must submit an electronic capability statement in Word or PDF format by May 25, 2026, including their CAGE code, point of contact details, experience with similar federal or commercial supply arrangements, and confirmation of consistent terms offered to both government and public customers. No formal contract exists at this stage, and responses are strictly for planning purposes—the government will not evaluate offers or form binding agreements based on RFI submissions. Potential vendors are responsible for all costs associated with responding, must monitor SAM.gov for future solicitations, and are instructed not to contact the agency by phone.
