Bridge City Texas Boat Storage Space Lease

The Texas Parks and Wildlife Department is soliciting bids for a 24-month lease of one enclosed boat storage space totaling approximately 4,000 square feet located in or near Bridge City, Texas, to support rapid emergency response operations in the Cow Bayou area of Orange County. The facility must be a garage-style structure with an open floor plan measuring approximately 100 feet by 40 feet and a minimum height of 14 feet, featuring at least one roll-up door of 14 feet high by 12 feet wide and three additional roll-up doors of 10 feet high by 12 feet wide. The space must include concrete flooring capable of supporting heavy boats, trailers, and equipment, an all-weather driveway and apron accommodating vessels up to 10 feet wide by 32 feet long by 14 feet high, and adequate utilities including a minimum of one 110-volt power outlet and overhead light per bay, with wiring sufficient to handle simultaneous operation of lights, small tools, freezers, and fans. A freshwater hose bib for vessel cleaning must be nearby, and the site must not be susceptible to flooding during severe weather. The lease term begins September 1, 2026, or upon award, whichever is later, and ends August 31, 2028, with the option for three additional one-year renewals upon request submitted at least 60 days prior to expiration. Proposals must be submitted via email, mail, or hand delivery no later than June 10, 2026, at 2:00 PM CST, with late submissions automatically disqualified. Only entities that own or directly control the property are eligible to bid, and bidders must submit a signed, dated, and completed IFB form; failure to do so results in disqualification. Bid responses remain binding for 60 business days after the deadline. Award will be based on best value, considering factors such as alignment with program goals, service quality and reliability, agency productivity, customer focus, experience, delivery schedule, past performance, location proximity, and price. Past performance is a pass/fail gate, with disqualification occurring for vendors with scores below 90% in the Vendor Performance System, active corrective action plans, repeated negative performance reports, or contracts canceled for non-performance within the past 12 months.
