Scope: “Something powerful happens when you give young people a chance to create public artwork: they find a positive way to express themselves, they feel more connected to their communities and their peers, and they gain real-world skills that prepare them for the future.”

The City of Santa Ana (City) is seeking proposals from qualified Santa Ana-based organizations (Proposers) to design and implement Bridging the G.A.P: Graffiti Arts Program, a year-long interactive, multi-disciplinary arts program that will inspire civic leadership and community pride in youth through the creation of murals across the City of Santa Ana. The program brings youth, professional artists, and community members together to design, co-create, and paint public murals while integrating creative practices into classroom curricula.
Over the course of 12 months, students will work alongside professional mural artists to learn different art techniques, research, design, and install public murals. This pilot program will focus on installing murals at one of the city-owned parking structures within the downtown area. In addition to developing their artistic skills, students will develop the interpersonal and professional skills needed to thrive outside the classroom.
The term “Vendor”, “Proposer”, and “Contractor” shall refer to any legal entity or entities submitting a proposal in response to this Request for Proposals (RFP).
Notes: All required sections and forms must be completed and submitted via PlanetBids in order for the bid / proposal to be considered responsive.
The City will only consider bids / proposals that have been transmitted successfully and have been issued an e-bid confirmation number with a time stamp from the Bid Management System indicating that bid / proposal was submitted successfully. Transmission of bids / proposals by any other means will not be accepted. Bidder / Proposer shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder / proposer to successfully submit an electronic bid / proposal shall be at the bidder’s sole risk and no relief will be given for late and/or improperly submitted bids.
