BROAD AGENCY ANNOUNCEMENT (BAA) FOR CHEMICAL BIOLOGICAL RADIOLOGICAL NUCLEAR AND EXPLOSIVE (CBRNE) DEFENSE EFFORTS UNDER PROCUREMENT CONTRACTS, COOPERATIVE AGREEMENTS, AND PROTOTYPES UNDER OTHER TRANSACTIONS AGREEMENTS

The U.S. Army Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) is soliciting proposals through Broad Agency Announcement W911SR-24-R-DEVB to develop innovative chemical, biological, radiological, nuclear, and explosive (CBRNE) defense capabilities. The primary goal is to ensure Joint Warfighter dominance on the battlefield and enhance the interagency defense of the homeland. This solicitation is open to all eligible sources, including private industry, nonprofit organizations, and educational institutions, and covers basic and applied research and development efforts under procurement contracts, cooperative agreements, and prototype other transactions agreements. Specific areas of interest include sensor technologies and biomaterials, focusing on the detection and decontamination of chemical biological agents, bioremediation, and novel biotic materials. Awards will be made based on best value, with evaluations focusing on technical merit, military and program relevance, fund availability, technology readiness levels, and the qualifications of key personnel. Proposals must include a detailed technical section and a project management section, adhering to strict formatting guidelines and electronic submission requirements. Selected awardees will be required to provide regular progress reports, participate in quarterly and annual reviews, and disclose any subject inventions. The Army will also conduct research risk assessments to mitigate undue foreign influence for all senior and key personnel. There are no set-asides for this BAA, and all prospective contractors must be registered in the System for Award Management.
