Broker and Consulting Services for a Consolidated Health and Welfare Benefits Program

The State of Utah Division of Purchasing, on behalf of the Utah System of Higher Education, is seeking qualified firms to serve as broker and consultant for the design, procurement, implementation, and ongoing support of a consolidated employee health and welfare benefits program covering all USHE member institutions. The selected vendor will act as the official broker and consultant of record for this initiative, with a target implementation date of July 1, 2027. The solicitation is issued under Utah Procurement Code 63G-6a Part 15 for the acquisition of professional consulting services and will be awarded based on the highest-ranked submission evaluated on qualifications rather than price. The vendor must demonstrate expertise in designing and managing complex, multi-institutional benefits programs and provide sustained support through implementation and beyond.
