Budget System Solutions - Office of Management and Budget

The State of Rhode Island’s Office of Management and Budget is seeking information through RFI26006638 to evaluate modern public-sector budget system solutions that can enhance budget development, forecasting, performance management, and reporting. The goal is to identify SaaS-based platforms capable of replacing or augmenting the existing Budget Formulation Management (BFM) system with robust capabilities including immutable budget snapshots from agency request through enacted budget, full audit trails, historical data retention dating to 2007, and seamless integration with Workday Financials via API. Vendors must demonstrate compliance with FedRAMP Moderate security standards aligned with NIST SP 800-53 Rev. 5, or equivalency through SOC1, SOC2, or ISO/IEC 27001 certifications, along with multi-factor authentication, FIPS-validated encryption, WCAG 2.1/2.2 AA accessibility, and submission of a current VPAT. AI processing must occur in a closed environment without using state data for model training. Response submissions are limited to an 8–10 page narrative in PDF format, with supporting materials like SOC reports and VPATs excluded from the page count and submitted separately. The RFI is not a solicitation for award; no pricing information is permitted, and no contract will result from this process. Responses are due by June 9, 2026, at 2:00 PM EDT, and must be delivered to the Division of Purchases in Providence, Rhode Island. Evaluation will focus on technical capability, public-sector experience, implementation approach, and vendor references, with optional scoring credit available for ISBE-certified small businesses.
