The scope encompasses all aspects of the building, including comprehensive envelope refurbishment to meet historic preservation standards—such as repointing, slate roofing, copper gutters and downspouts, window restoration, and roof deck and insulation work—as well as full interior modernization to convert the space into multi-departmental NPS office space. All mechanical, electrical, and plumbing systems, including HVAC, must be replaced or upgraded to current standards, and the project is targeted for LEED certification, though the specific level has not been determined. The building will be uninhabited during construction. Offerors must also include representations and certifications from SAM.gov, a subcontracting plan, GSA Form 527, a bid bond, and past performance questionnaires. The Government will conduct acceptance inspections on-site at the building, with compliance mandated to ASTM methods, Division 1 specifications, the Whole Building Design Guide, and key quality standards such as FSC and AWI certifications. All work must adhere to Buy American requirements, hazardous material protocols, and FAR/ GSAR clauses, including those on government property, termination for convenience, and contractor ethics.
