The General Services Administration is seeking a qualified contractor for the construction of the Gate 7 Parking Garage at the St. Elizabeths West Campus in Washington, DC, to support the operational needs of the Department of Homeland Security. This firm-fixed-price project, estimated between 120 million and 160 million dollars, involves the design-bid-build construction of a multi-level parking garage featuring a classical architectural brick facade, a mechanically ventilated system, and associated surface parking. The comprehensive scope includes site development, utility relocations, structural framing, physical security elements such as vehicle barriers and gates, and extensive site improvements including landscaping and stormwater management. Because the project is located within a National Historic Landmark, the contractor must adhere to the Secretary of the Interior's Standards for Rehabilitation and the St. Elizabeths West Campus Preservation, Design and Development Guidelines. The procurement follows a two-phase acquisition process where the government evaluates demonstrated qualifications and historical performance in Phase 1 before proceeding to a best-value tradeoff evaluation in Phase 2. The performance period is approximately 595 to 655 calendar days, with liquidated damages set at 1,351.78 dollars per day. Key requirements include the submission of bid, performance, and payment bonds, as well as compliance with the Davis-Bacon Act and ABA Accessibility Standards. All personnel must pass security checks to work on the high-security federal campus. The contractor is responsible for providing all management, labor, and materials, including the delivery of final BIM and COBie asset data upon project closeout.
