Building Maintenance Services for the Japanese Language Training Center (JLTC) in Yokohama

The U.S. Embassy Tokyo is soliciting quotations for a firm-fixed price contract to provide building maintenance services for the Japanese Language Training Center (JLTC) in Yokohama, Japan. The contract consists of a one-year base period with four one-year option periods. The scope of work includes performing scheduled preventative maintenance and inspections, routine unscheduled work orders, and emergency stabilization services, with a requirement for personnel to be dispatched within one hour for emergency calls. All work is to be performed Monday through Friday from 08:30 to 17:30, excluding observed U.S. and Japanese holidays. The contractor must provide an English-speaking representative to serve as a liaison with the government and ensure all building systems remain in safe and efficient operating condition. The award will be granted to the responsible company submitting a technically acceptable quote at the lowest total price for the base year and four option years. Evaluation factors include price fairness, technical ability to meet requirements, and the completeness of the submission. Offerors must provide proof of SAM registration, including a Unique Entity ID, and submit a four-volume proposal consisting of the SF 1449, pricing schedules, representations and certifications, and a technical proposal including the resume of a bilingual project manager. Quotations are due by September 1, 2026, and must be submitted electronically to Ayaka Ogawara. The contractor is responsible for all insurance costs, including Workers' Compensation and War-Hazard Insurance, and must adhere to a Quality Assurance Surveillance Plan that limits failed inspections to no more than one per month.
