The Architect of the Capitol is seeking a single awardee for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide comprehensive Elevator, Escalator, and Accessible Lifts Maintenance, Repair, Inspection, and Modernization Services across its facilities in Washington, District of Columbia. The contract will have a five-year potential performance period consisting of one base year and four one-year options, with a minimum guarantee of $10,000 upon award and a maximum ceiling of $80,000,000. Task orders under this IDIQ may be issued as Firm Fixed Price, Labor Hour, or Time and Materials orders, with pricing governed by the rates established during the respective IDIQ ordering period. All offerors must be actively registered in the System for Award Management (SAM), hold a valid Unique Entity Identifier and CAGE code, and comply with all applicable federal and agency-specific requirements including tax identification, electronic funds transfer, and ongoing SAM registration throughout contract performance and final payment. The solicitation emphasizes a best-value tradeoff approach, where technical merit outweighs price, and proposals must pass critical non-price gate reviews in Technical Approach, Corporate Experience, and Key Personnel to be eligible for price evaluation. The scope of work mandates 24/7 availability for emergency and routine responses, including routine and non-routine maintenance, re-cabling, modernization, cleaning, equipment removal, and warranty services across all elevator systems under AOC jurisdiction. Contractors must submit detailed deliverables including a Kick-Off Meeting, Transition-In and Transition-Out Plans, Weekly and Quarterly Status Reports, and a Project Management Plan, all formatted in editable Microsoft Word or PowerPoint files and submitted by strict deadlines. Personnel must include designated Key Personnel such as an Account/Program Manager, Senior Field Engineer/Supervisor, Mechanic/Adjuster, Elevator Construction Mechanic, and Helper, with substitutions requiring 15 days’ notice and approval, accompanied by resumes and justification. All personnel are subject to rigorous security protocols, including ID badge return within 24 hours of departure and adherence to Controlled Unclassified Information handling standards. Labor must comply with Davis-Bacon Act prevailing wage rates, with associated certifications and employee rights notices required. Amendment 01 (7/15/2026):

The purpose of this amendment (01) is to:

1) Update Attachment J.2 to remove "Offerors shall use Attachment J.X to submit questions." from section L.2.1;

2) Update block 9 of the SF33 to state "August 10, 2026 at noon ET" instead of 09/01/2026 for the due date of proposals, to match section L.2.2, as this was a typographical error; and

3) Inform Offerors that "no later than 14 calendar days" in paragraph (a) of clause AOC52.215-2 Interpretations and Amendments (Jun 2004) is overridden by "Questions about the technical or contractual details of this procurement must be submitted in writing via e-mail by July 16, 2026 at noon ET." as stated in section L.2.1. In other words, all questions must be received by July 16, 2026 at noon ET.
