AI Contract Overview
The Missouri Army National Guard is preparing to procure bulk diesel fuel through a direct solicitation process targeting at least three local fuel terminals and wholesale suppliers, with no formal solicitation to be posted on SAM.gov for third-party resellers or brokers. This procurement, identified by solicitation number W912NS26Q9004, is being conducted under RFO 12.201-1(c)(2) and falls under the Simplified Acquisition Threshold, allowing the Contracting Officer to bypass public posting and directly engage qualified local vendors. The requirement is set aside entirely for small businesses as defined by the SBA, and the NAICS code 324110 applies to petroleum refineries and bulk fuel distributors. Due to significant volatility in diesel fuel pricing, the procurement is designed for rapid execution, with direct quotes solicited and awards made on the same day to ensure timely delivery and cost efficiency. The targeted date for both solicitation and award is May 19, 2026, with responses due by May 9, 2026. This pre-solicitation notice serves only to inform industry of the upcoming action and does not constitute a formal RFQ, RFP, or IFB. All performance will occur in Jefferson City, Missouri, and inquiries should be directed to Lief Remington or Ethan J. Curtis. The acquisition is managed by the U.S. Army Contracting Office under the Department of Defense.

Please be advised that this notice is published solely to inform industry of the Government’s intent to solicit quotations directly from at least three fuel terminals and wholesale suppliers located in the local area. The Government does not intend to post a formal solicitation notice on SAM.gov for third-party resellers or brokers to quote.
In accordance with RFO 12.201-1(c)(2), for acquisitions at or below the Simplified Acquisition Threshold (SAT), the Contracting Officer is electing to solicit quotations directly from suppliers. By posting this pre-solicitation notice, the Government is fulfilling the requirement to post a presolicitation notice in the GPE according to subpart 5.1.

The targeted date for both the direct solicitation and the contract award is May 19, 2026.
