Bulk Oxygen, Nitrogen, and Carbon Dioxide

The National Institutes of Health, through the National Institute of Neurological Disorders and Stroke, is seeking offers for an indefinite-delivery, indefinite-quantity contract to supply medical-grade bulk oxygen, nitrogen, and carbon dioxide to its Bethesda, Maryland facility. The contract will be awarded on a best value tradeoff basis, evaluating technical capability at 75 percent weight and past performance at 25 percent, with price considered as part of the overall value determination—not on a lowest price technically acceptable basis. Offerors must demonstrate the ability to meet strict purity standards for each gas, including nitrogen greater than 99.998 percent, oxygen greater than 99.50 percent, and carbon dioxide compliant with medical-grade specifications, while also providing real-time telemetry monitoring, biweekly tank inspections, and 24-hour emergency response capabilities. Routine deliveries are required at least twice monthly and up to five times per month, with completion within 24 to 48 hours of order placement, and up to four emergency same-day deliveries are permitted annually, each to be fulfilled within four hours. The base performance period begins September 27, 2026, and extends for one year, with four optional one-year periods available, potentially extending the contract through September 26, 2031, under the unilateral right provided by FAR Clause 52.217-9.
