Burial and Memorialization Electronic Directory (BMeD) Commercial Off-the-Shelf Platforms

The American Battle Monuments Commission (ABMC) is conducting market research through a Request for Information to identify mature Commercial Off-the-Shelf (COTS) platforms that can replace or significantly enhance the current WeRemember.ABMC.gov system. The goal is to implement a secure, cloud-based solution capable of managing approximately 250,000 authoritative burial and memorialization records with robust functionality for both public access and internal administrative use. The platform must support advanced search capabilities by name, date, cemetery, unit, or state; enable document and media attachments with metadata; provide role-based access control and comprehensive audit logs; integrate securely via RESTful and OAI-PMH APIs with external systems such as the VA’s Veterans Legacy Memorial; and ensure full Section 508 compliance for accessibility. The solution must also allow for seamless migration of legacy data from SQL-based systems, offer intuitive administration tools to reduce dependency on vendor support, and demonstrate long-term flexibility to avoid vendor lock-in. Respondents are required to submit information limited to 20 pages, excluding product literature, covering company background, product features, technical and implementation approaches, relevant experience, support structures, and a rough order of magnitude pricing estimate.
