In accordance with Federal Acquisition Regulation (FAR) Part 5.2.3(a) this announcement serves as preliminary notice of the Department of Defense Education Activity (DoDEA)/Domestic Dependent Elementary and Secondary Schools (DDESS) intent to issue a Request for Quote (RFQ) to provide Student Bus Transportation Services for DoD dependent students in grades 9 through 12 residing on Hanscom Air Force Base (AFB), Massachusetts, to and from Bedford High School in Bedford, Massachusetts. The resulting award will be for a service contract for a base period of one year with four (4) one year options. The anticipated start date for the award is August 1, 2015. A brief synopsis of the services required is as follows: Offerors shall provide all personnel including drivers and bus aides, supervision, services, supplies and equipment necessary to perform scheduled school transportation services for the approximately 140 eligible dependents residing on Hanscom AFB to and from Bedford High School. The solicitation when posted will be a total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 485410 - - School and Employee Bus Transportation with a Standard Size of $15.0M. The solicitation will be issued in electronic format only and will be available on or about 9 June 2015. The offer closing date will be specified in the solicitation when it is issued. A Firm Fixed Price contract will be awarded under Federal Acquisition Regulation Parts 12 and 13. A lowest price technically acceptable award decision will be made from offers received. The FedBizOpps.gov website will be used to issue the solicitation, amendments or any other information concerning the solicitation. No additional media (CD-ROM, floppy disks, faxes, emails, etc.) will be provided. Paper copies of this solicitation will not be available. Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation. Interested vendors can register at the website to be put on an interested vendors list (IVL) for the solicitation that others can access through the FedBizOpps site.
