The contract involves a planned issuance of an engineering services task order by WR-ALC under an existing Basic Ordering Agreement with BAE located in Nashua, NH. The task order focuses on support for the USM-464 Countermeasures Test Set (CTS) Block Cycle related to the MH-53, MC-130E/H, and AC-130H/U ALR-69 Test Program Set (TPS). The services will include analyzing Operational Change Requests and Software Deficiency Reports, developing requirements for the Block Cycling of the TPS, and comparing these requirements to the existing B-52H ALR-69 TPS to identify opportunities for reusing software or documentation. The contract is anticipated to be a sole-source award under FAR 6.302, although the government will consider any proposals received within a specified timeframe before deciding whether to proceed competitively. The notice emphasizes that while this is not a solicitation for competitive bids, interested parties may express interest or submit proposals, which the government may use to determine the best procurement approach. An Ombudsman is designated to handle unresolved contractor concerns confidentially without influencing the proposal evaluation or source selection. The contracting officer for this action is Wynnette M. Smith, who can be contacted for further information, with the Ombudsman also available for serious unresolved issues. This approach ensures transparency and offers a structured channel for addressing potential contractor inquiries throughout the acquisition process.
