The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland, plans to issue a sole source order under an existing Basic Ordering Agreement with Raytheon E-Systems, Inc. This order supports the Unmanned Aerial Vehicle (UAV) Tactical Control System (TCS) program by conducting engineering trade studies focused on potential architectural changes to the TCS. The goal is to enable control over a network of dissimilar UAVs, payloads, datalinks, and users, culminating in a demonstration of these capabilities using a TCS located in an experimental aircraft. In addition, the effort includes engineering support for developing the UAV test bed and assessing technology transfer to the TCS program. The work demands extensive expertise in the TCS’s core hardware and software as well as an understanding of UAV systems and their roles within air reconnaissance architecture. Raytheon E-Systems, Inc. is identified as the sole capable source due to its unique possession of the necessary engineering data, design knowledge, and operational expertise needed for timely and accurate execution. The anticipated period of performance for this effort is from April 2002 through July 2003. This notification serves to inform interested parties and is not a solicitation for competing proposals. Responses related to the notice can be directed via email to the assigned contact at NAVAIR.
