The United States Special Operations Command (USSOCOM) is set to negotiate a sole-source contract with Raytheon Technical Services Company to provide essential supplies and services for engineering, manufacturing, and operational support related to ongoing USSOCOM programs. This includes support for programs such as the Special Operations Forces Demolition Kit (SOFDK) and the Remote Activation Munitions System (RAMS). Raytheon holds title to much of the personal property formerly belonging to the Naval Air Warfare Center Aircraft Division (NAWCAD) Indianapolis, which was privatized in 1996 following a Defense Base Realignment and Closure decision. The company operates on leased land and facilities in Indianapolis under an agreement with the local city government, enabling it to continue offering the integrated functional capabilities previously provided by NAWCAD Indianapolis. The contract will be awarded following the Federal Acquisition Regulation (FAR) provisions for sole-source procurements where services are available only from the original source to avoid duplication of costs or delays. It is planned to have a one-year base period with up to four one-year options. Raytheon is considered the sole responsible source able to deliver the comprehensive support required by USSOCOM, and the government encourages interested parties to submit inquiries but reserves the right to proceed without competition based on the responses. The work will be performed in Indianapolis, Indiana, where Raytheon's facilities and assets are located.
