The Naval War College is organizing a presolicitation conference on June 25, 2002, at its location in Newport, Rhode Island, aimed at briefing industry and academic participants about its war-gaming program for fiscal years 2002 and 2003. This program focuses on researching future naval capabilities through 6 to 12 key research areas considered critical for the Navy's future operations. These areas will be investigated through a series of events culminating in the GLOBAL 2003 war game, with planning, design, execution, and analysis conducted collaboratively between the Naval War College and qualified contractors from industry or academia. Following the presolicitation conference, a Broad Agency Announcement solicitation will be released to invite proposals. The conference will serve as an open forum to discuss the war-gaming program and solicit contractor input, encouraging potential participants to assess and challenge the proposed approach. Preparatory materials and logistical details will be distributed beforehand, and interested contractors must confirm attendance through provided contact channels. This initiative represents an opportunity to contribute to research supporting enhanced capabilities and functionality for future naval operations.

The Naval War College will be hosting a presolicitation conference on the morning of June 25, 2002, at the Naval War College, Newport, RI. The purpose of this presolicitation conference is to familiarize industry and academia with the Naval War College's program for war gaming for FY '02 and '03 and to present the concept for researching future naval capabilities. A Broad Agency Announcement solicitation is planned for release immediately after the presolicitation conference. The Naval War College's two-year war-gaming program consists of 6 to 12 research areas deemed to be of greatest importance to the future Navy. Each of these research areas is to be explored by a series of investigative events during FY '02 and '03. It is anticipated that the results of these explorations will be brought together in the GLOBAL 2003 war game. The planning, design, implementation, and analysis of each of these events, including GLOBAL 2003, is to be performed in collaboration between the Naval War College and qualified industrial and/or academic contractors. The presolicitation conference will provide all interested parties an overview of this war-gaming program and an open forum in which to discuss contractor responses to this program. Prospective contractors are encouraged to evaluate and challenge all elements of the proposed program. Preparatory materials and directions will be sent to all attendees before the presolicitation conference. Contractors interested in attending the presolicitation conference should facsimile responses to Ms. Pauline Gagne at +1 (555) 000-0000, or e-mail responses to contact@example.gov.

Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
