The Naval Air Systems Command (NAVAIR) plans to negotiate a sole-source contract with Lockheed Martin Aeronautics Company (LMAC) to provide comprehensive engineering and logistical support for the Integrated Maintenance Program (IMP) Periodic Maintenance Interval (PMI) inspections and related repairs for the S-3B Viking aircraft. This contract will include services such as design engineering investigations, reliability and maintainability analysis, human factors evaluation, development of engineering change proposal feasibility studies, and support for accident and failure investigations. In addition, the contract covers Integrated Logistics Support encompassing engineering, logistic, and maintenance activities. LMAC is the only company with access to critical engineering drawings, updated design data, stress, loads, and structural analyses necessary for these services, justifying the sole-source negotiation under FAR 6.302-1. The contract is intended as a follow-on to the existing Prime Vendor Support contract and is expected to span four years, consisting of a base year plus three one-year options, with an anticipated award date in July 2005. The work will be performed under the North American Industry Classification System code 541330, which pertains to architectural and engineering services. The primary points of contact for contracting matters include Martha Scott and Michael Rock, both contract specialists with NAVAIR. This arrangement aims to ensure continuity and expertise in maintaining the S-3B Viking's structural integrity and operational readiness through thorough maintenance interval inspections and repairs.
