This announcement is not a Request for Proposal (RFP), but a survey to locate potential sources capable of performing all of the following services for one base year and three option years beginning 09/29/08: (1) Operation and Maintenance of HAZUS-MH, a nationally applicable standardized methodology that estimates potential losses from earthquakes, hurricane winds, and floods. HAZUS-MH was developed by the Federal Emergency Management Agency (FEMA) under contract with the National Institute of Building Sciences (NIBS), using the DHS standard geo-spatial software, ESRI ArcGIS. Go to http://www.fema.gov/plan/prevent/hazus/hz_overview.shtm for additional information on HAZUS-MH. (2) Completion of an Average Annualized Loss Study for the Nation consisting of sections for earthquake, flood, and wind losses, using selected States? data to develop an average of the losses and extrapolate for the national loss estimate. 3) Software development and documentation support to users of new and revised software code for HAZUS-MH updates and enhancements to implement new loss estimation methodologies. (4) Rapid Response Disaster Support to construct probable scenarios with direct loss estimates of number of damaged buildings, direct economic losses, building and tree debris, and public shelter requirements. No proprietary loss estimation software, methods, and related data are to be updated or used in performance of the contract to allow FEMA/DHS to provide unrestricted public access.Minimum capabilities required are demonstrated experience and avoidance of conflict of interest in: 1) revalidating standard, nationally applicable natural and other loss estimation methods that reflect state-of-the-art knowledge and understanding within the engineering and scientific communities as optimal for assessing damage, economic loss, and social impacts from hazard events; 2) enlisting the services of nationally recognized hurricane wind, flood, and earthquake experts to operate in committees providing technical oversight and guidance in forecasting and updating data for use in disaster preparation, abatement, and recovery; 3) providing enhancements to loss estimation software and using the software to provide damage and loss estimates within the delivery time required by a task order; 4) providing technically-oriented outreach to assist users in solving specific software problems within 48 hours as much as possible and help the U. S. Government obtain state and local government and private sector acceptance of loss estimation methodology; and 5) providing contract management of subcontractors and consultants; work planning and performance reporting; expert technical oversight; budgeting and reporting using earned value management; expert participation in national conferences; and logistical support to client meetings and conferences. . Organizations with the required minimum capabilities are invited to submit complete information to the Contracting Office identified in this notice. Responses must not exceed 5 pages, and must be in 3 copies, single spaced and single sided, Times New Roman 12 point font without attachments or appendices or references to other source material. Information furnished shall include: 1) the number and professional qualifications of scientists, engineers, technical, and other appropriate personnel; 2) the organization?s experience related to the proposed contract including identification of contracts, dollar value, clients, subcontractors, and period of contract performance; and 3) any other information that demonstrates all minimum capabilities stated above. Submission of complete information to the procuring officer by electronic means is acceptable. Electronic files sent by e-mail are preferred in .doc or .pdf and no larger than 4mb.
