PUBLIC ANNOUNCEMENT REQUEST FOR QUALIFICATION # 5172 - Urban Design and Master Planning The University of California, Ernest Orlando Lawrence Berkeley National Laboratory (LBNL), which is operated under Prime Contract DE-AC02-05CH11231 with the U.S. Department of Energy (DOE), intends to subcontract for Professional Planning services for the LBNL Master Plan. This is not a request for quotation. It is an announcement for subcontracting opportunities with the University of California, Ernest Orlando Lawrence Berkeley National Laboratory. Interested firms are encouraged to submit qualifications as indicated below. This is not a small business set-aside procurement. The LBNL Master Plan will be developed in three phases: Phase 1 ? Vision Presentation; Phase 2 - Master Plan with Design Guidelines/Standards; and Phase 3 ? Consulting for review of on-going projects. Phase 1 - will involve working with Senior Lab Managers to develop an image, vision statement for the future physical development of the LBNL site. The work must fit within the parameters of the LBNL?s 2006 Long Range Development Plan (LRDP) with accompanying Environmental Impact Report (EIR). (The LRDP and EIR have been recently approved by the UC Regents and provide a land use plan, growth projections, and discussion of environmental impacts.) The vision statement must then be translated into a Vision Presentation that graphically depicts the future look, feel and sustainability of the Berkeley Lab and include an illustrative site plan, appropriate illustrative sections, sketches and ?script? to be presented by LBNL staff to UC Regents in March 2008. Some work has been done in this area, but not vetted by Lab management. Phase 2 - will involve a master plan effort that includes everything physical on the LBNL site (from new building cohesiveness, exterior materials, colors, roofs, landscaping/ vegetation, walkways, stairways, handrails, exterior furniture, garbage cans, bus stop kiosks, etc.). The products will include landscape master plan, infrastructure master plan, environmental graphics master plan, phasing plan, visual simulations, and design guidelines/standards that Lab planners can reference in siting and designing any physical feature on the LBNL site. Other products may include parking plans and scenarios, and recommendations for a new building numbering system. The timeframe for completion is approximately one year from subcontract award. Phase 1 and 2 work scopes will have overlapping schedules. Phase 3 - will be on-going consultation and review of future projects to ensure consistency and interpretation of the Master Plan. The Lawrence Berkeley National Lab is one of ten national DOE laboratories performing research and development of national and global importance. The 202-acre site contains 1.8 million gross square feet of scientific, administrative, and operations space with approximately 100 permanent buildings and 50 temporary trailers on the main site. LBNL?s current adjusted daily population of 4,500 is expected to grow to 5,400 by 2025. Its unique research facilities conduct large-scale, interdisciplinary programs in the life, environmental, physical, materials, nanotechnology, computing, and general sciences. These programs are increasingly being undertaken in partnership with both universities and private industry. The Master Plan is intended to guide LBNL in continuing to fulfill its pre-eminent role in the future world of science and technology. A.. SCOPE OF SERVICES The work involves, but is not limited to, Professional Planning services including appropriate urban design, landscape architectural, transportation planning, environmental and civil engineering, architectural, and environmental graphic services, for: 1. Site analysis, programming, alternative plans, master plan, and design guidelines. 2. Unified planning including context relationships, site systems, circulation, infrastructure, buildings, and open spaces. 3.
