The Department of Veterans Affairs is seeking qualified Architectural/Engineering firms to provide comprehensive design services for Project 662-25-105, a renovation of 13,750 square feet in Building 203, Ground Floor A-Wing at the San Francisco VA Medical Center. The project aims to transform existing outpatient Mental Health, Physical and Occupational Therapy, and VA Police Service spaces into a modern Hemodialysis Clinic and Women’s Clinic, alongside upgraded police and specialty care areas, supporting the broader strategy to consolidate inpatient services to upper floors. The estimated construction cost is $15.7 million, and the design phase must be completed within a strict 400-day timeline, including a mandatory two-day on-site design charrette, site investigations, block diagrams, and progressive design deliverables at 35%, 65%, 95%, 100%, and final production stages. The firm must also provide five years of construction administration services, including response to RFIs, submittal reviews, weekly meetings, site inspections, and as-built documentation, all in compliance with VA Master Specifications, applicable federal and state codes, and VA design criteria accessible via the Office of Facilities Management’s technical library. The solicitation requires submission of SF 330 forms with detailed documentation of past experience, including VA-specific projects listed first and their contract numbers in Block 21, excluding CPARS reports. The prime firm must be a licensed professional entity with lead designers in each required discipline—Architectural, Civil, Structural, HVAC, Plumbing, Electrical, Fire Protection, Interior Design, Construction Cost Estimating, Signage/Wayfinding, Landscaping, and Geotechnical—though California licensure is not mandatory. Evaluation is based on five prioritized criteria: past experience in health care design through construction administration, specialized technical competence in hospital environments under California’s stringent seismic requirements, demonstrated capacity to meet deadlines and manage workload, past performance in cost control and schedule compliance, and geographic familiarity with the San Francisco area, including the ability to respond on-site within four hours. Subcontracting is regulated by the mandatory VAAR 852.219-77 Certificate of Compliance, and only offerors verified as Service-Disabled Veteran-Owned Small Businesses in VetBiz, SAM, and SBA VetCert may compete under this SDVOSB set-aside. Submissions must be emailed to Alex Arter by 3:00 p.m. PST on September
