Request for Qualifications - Conn Dam Stability Assessment, Spillway Improvements, and Feasibility Alternatives Study
Solicitation # 2026-RFQL-054
The City of Napa Utilities Department is seeking a qualified consulting team through Request for Qualifications 2026-RFQL-054 to perform a stability assessment, spillway improvements, and a feasibility alternatives study for the Conn Dam. The project is driven by requirements from the California Department of Water Resources Division of Safety of Dams (DSOD), which identified that the existing spillway does not meet current Probable Maximum Flood (PMF) design criteria and raised concerns regarding the long-term geotechnical stability of the dam embankment. The selected consultant will be responsible for conducting comprehensive subsurface explorations, performing static and seismic slope stability evaluations, and recommending alternatives to mitigate spillway deficiencies. Additionally, the scope includes evaluating options to increase reservoir storage capacity to enhance water supply reliability and flood protection, while supporting future U.S. Army Corps of Engineers (USACE) feasibility studies. This procurement follows a Qualifications-Based Selection process per the Brooks Act, where the award is based on technical capability and experience rather than cost. Evaluation is a two-step process consisting of a Statement of Qualifications weighted at 70 percent and optional oral interviews weighted at 30 percent. A critical project milestone is the submission of a comprehensive geotechnical investigation report to the DSOD by December 31, 2028. The contract requires strict adherence to federal and state regulations, including 2 CFR Part 200 Uniform Guidance, the Build America Buy America Act, and various civil rights and accessibility certifications. Statements of Qualifications are due by October 29, 2026, via the City's Opengov procurement portal.

36C25021R0188 - Modernize Update CLC 506-22-101 - VAMC Ana Arbor, MI Page 2 of 8 PRE-SOLICITATION NOTICE (REQUEST FOR SF330s) The Department of Veterans Affairs (DVA) Network Contracting Office 10 is seeking qualified Architect -Engineering (AE) firms to submit Standard Form 330 (SF330) Architect / Engineer Statement of Qualifications for architectural and engineering (AE) services for the project 506-22-101 entitled Modernize Update CLC. Firms submitting qualification packages must comply with Federal Acquisition Regulation (FAR) 52.236.25 Requirements for Registration of Designers whereby Architects and Engineers must be registered to practice in the particular professional field involved in a State (the full text of the clause can be read at acquisition.gov). Architects and Engineers performing work on projects must be registered in the State of Michigan (the laws of the State of Michigan regarding registration of architects and engineers applies). Also see geographic location and office location restrictions in paragraph 7.g. of this notice. The Scope of Work for this project is as follows: 1.1. Provide complete Architectural and Engineering (A/E) design services, including all necessary 15% Conceptual Design, 35% Schematics, 65% Design Development, 95% Construction Documents, 100% Bid Documents, a Final Release for Construction (RFC) set of documents, cost estimates and construction period services (CPS) for solicitation to update the Community Living Center (CLC) on the Medical Center Campus. The work is located at the VA Ann Arbor Healthcare System, 2215 Fuller Rd, Ann Arbor, MI 48105. 1.2. The primary objective of this contract is to renovate approximately 29,494 square feet of existing CLC units to a private room and private bathroom model (i.e., one bathroom per one resident room), evaluate and improve the overall infrastructure, improve and/or create space with 100% ADA accessibility, improve and/or create space with 100% bariatric resident accessibility, facilitate both staff and patient mobility, and bring the entire area in compliance with all VA design guidelines, manuals, and directives. When considering and developing the design, the AE shall pay special attention to the Veterans Affairs Small House (SH) Model design guide while keeping in mind the space is within the hospital and that not all aspects will apply. Additionally, the design must have a well thought out plan for construction implementation and phasing. At the time of construction, the CLC will have an active resident population with the in-patient Mental Health unit located directly above. Construction implementation must be designed to account for care and protection of these residents. The evaluation and improvement of the infrastructure includes but is not limited to plumbing, mechanical, electrical, structural and windows. Plumbing has known issues of back flowing into resident rooms and is embedded within the slab-on-grade base floor; this system needs to be evaluated to ensure proper sizing, capacity, and reliability. HVAC needs to be re-designed to allow individual room temperature control and evaluate the overall impact to resident comfort as well as the latest revised HVAC (pandemic) guidelines. Design shall also consider either keeping or removing the existing supplement heating source, radiator units, in the residents rooms. Existing exterior windows have drafts and will need to be replaced / upgraded in which their location may or may not be relocated. The overall infrastructure will be evaluated against the Physical Security & Resiliency Design Manual to evaluate for compliance and / or needed changes. The design shall maximize the space to create resident rooms (bed/bath). Although rooms will typically house one resident, the rooms shall be designed to accommodate two beds per room in the unlikely event the facility has to accommodate an influx of residents. A portion, up to approximately twenty percent (20%), of these resident rooms shall be specifically designed and equipped to accommodate the needs of a palliative (end-of-life) resident. New room design is not limited to the following but must include a window (either in door or wall) to the adjacent corridor, include transitional lighting flexible for staff examination and resident comfort, be large enough for staff to comfortably work with residents, have individual temperature control, and facilitate resident mobility. The renovated space will re-imagine the medical staff work area to a de-centralized model that must include one (1) multi-purpose room (cross functional medical team interaction with the residents / resident lounge / recreational area), include Nurse alcoves (workstation, equipment storage) at a ratio 1 to 6 (1 alcove for every 6 resident rooms), and consider staff movement and workflow (i.e., medical equipment storage, etc.). The design shall be created noting that future expansions are planned and expected to occur, specifically expansion to the building, and that the final space and infrastructure must be easily adaptable. The Ann Arbor VA has a Strategic Capital Investment Plan (SCIP) project projected to expand the CLC. The physical layout and infrastructure shall take this fact into account when considering proper sizing, capacities, and layout. VA will provide a draft layout to aid in overall design. 1.3. The A/E shall submit a certification memo stating that this design is independent of future projects and includes all equipment required for the project to be activated/fully functional as required by VA regulation. \ Section 2: 2.1. The A/E must meet with Contracting Officer Representative (COR), Contracting Officer (CO), Service Users, VA committees, VA consultants, etc. to review data and improve understanding of any ongoing activities that address potential areas of concern associated with the design. The Contractor must use this information to facilitate development of design solutions. The VA will provide the A/E with copies of drawings of trades per their request. The accuracy of the drawings is not guaranteed and must be used only for general information. Actual conditions must be field verified by the A/E. The A/E must provide meeting minutes for all design related meetings within five (5) working days. 2.2. The contract design requirements may include but are not limited to architectural systems, electrical systems, mechanical systems, plumbing systems, control systems, information technology systems, energy efficiency, physical security, and GEMS program requirements. 2.3. The A/E shall verify with the COR the extent of asbestos containing materials (ACM) in the existing floors, walls, ceilings, and pipe insulation, and coordinate with the COR the testing necessary to determine this information. An Industrial Hygienist (IH) consultant, with a Michigan accredited Asbestos Project Designer certification should be utilized to investigate, design and monitor the hazardous material abatement necessary to complete the work activities in the project. The A/E shall provide drawings of any area requiring abatement. Any areas of existing building components, which indicate the presence of mold, are to be scheduled for abatement / demolition, as appropriate, and moisture sources eliminated as a part of this project design. A/E must also utilize the information included in the existing asbestos survey performed for the entire medical center. The VA will provide the Contractor with copies of the survey. A/E shall be responsible for providing VA provided Industrial Hygienist services during the abatement process occurring during actual construction. The most current asbestos survey will be made available for reference. 2.4. The design must include general debris removal, the demolition of all existing finishes and other associated materials, as required, to complete the work while maintaining strict compliance with Infection Control requirements. Include in the design locations of construction barriers/fire walls that are appropriate for safe construction activities. General issues of constructability, phasing, hours and sequencing of construction work, alternate workspace for the end users during phased construction, coordination with other planned and/or ongoing projects, disturbance related to noise during working hours and non-working hours, etc. must be considered throughout the design process and appropriately incorporated into the final design documents. 2.5. The A/E shall implement a commissioning plan according to the VA commissioning manual and master spec section for exterior envelope work. The cost for the commissioning plan shall be broke down to include estimated hours, types of labor disciplines, and other direct and indirect costs. The A/E must ensure that commissioning activities are coordinated and directed in a sequential, logical manner. The A/E is responsible for providing a final commissioning report and a Certificate of System Acceptance.
