The Department of Veterans Affairs intends to award a sole-source, firm-fixed price contract to Thompson Machinery Commerce Corporation for recurring full-service maintenance and rebuilds of the Caterpillar G3520C generator set and associated radiator system at the Alvin C. York Campus. This procurement, conducted under FAR 12.102-1(b) and NAICS code 333120, is justified by the proprietary nature of Caterpillar engine control software and the fact that Thompson Machinery is the only factory-authorized source for sales, service, and parts in the designated region. The scope of work requires manufacturer-certified technicians to perform maintenance according to service manual SEBU7681-16, including battery replacements every 24 months, radiator cleaning and fluid inspections every 1,000 hours, and comprehensive coolant and hose replacements every five years. Major deliverables include a standard top end overhaul every 18,000 service hours and a full out-of-frame overhaul during the fifth year of the contract. The estimated period of performance spans five ordering periods from December 1, 2026, through November 30, 2031. While this is an intent to sole source, the government will evaluate any interested parties who submit capability statements by October 30, 2026, to determine if the requirement should be competed.
