PURPOSE OF POSTING: PRE-SOLICITATION NOTICE (REQUEST FOR SF330s) The Department of Veterans Affairs (DVA) Network Contracting Office (NCO) 10 is seeking qualified Architect-Engineering (AE) firms to submit Standard Form 330 (SF330) Architect / Engineer Statement of Qualifications for a Single Award Contract for Architectural and Engineering (AE) services. Description of Requirement: The Architect/Engineer (A/E) firm shall furnish professional services for 100% design to improve Building 194 at VA Northern Indiana Health Care System, Marion Campus, 1700 E. 38th Street, Marion, IN 46953. The design will include Schematic Design, Design Development, Construction/Bid Documents per the A/E Design Submission Instructions Document, Construction Administration Services, Technical Specifications and Cost Estimates. Firms submitting qualification packages must comply with Federal Acquisition Regulation (FAR) 52.236-25 Requirements for Registration of Designers Architects or engineers registered to practice in the particular professional field involved in a State, the District of Columbia, or an outlying area of the United States shall prepare or review and approve the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work. SET-ASIDE INFORMATION: This procurement is a Total Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) AE firms. The primary North American Industry Classification System (NAICS) Codes is 541330 Engineering Services. The Government intends to make a single contract award to a qualified SDVOSB AE firm, contingent upon a sufficient number of qualified SDVOSB AE firms are deemed most highly qualified and eligible for award. Verification of SDVOSB status will be done via confirming current registration in the Small Business Administration s (SBA) Veteran Small Business Certification (VetCert) database (https://www.sba.gov/partners/contracting-officials/small-business-procurement). Firms submitting a qualification package must have a current registration in the System for Award Management (https://sam.gov). The awarded contract will be firm-fixed price. This procurement will be following the procedures established in the Brooks Act, Federal Acquisition Regulation (FAR) 15, FAR 36.202, and Veterans Affairs Acquisition Regulation (VAAR) 836.6. The top-ranked firm is expected to receive a solicitation for pricing and conduct negotiations. If award is made, all unsuccessful submitters/offerors will be notified promptly after contract award. Firms responding to this notice will be evaluated and ranked using the selection criteria listed in the continuation pages of this pre-solicitation package. The evaluation will consider how each factor is addressed and how it is formatted in order to coincide with the selection criteria. The evaluation factors listed in the continuation pages shall be addressed in Part H of the SF-330. The submission must include a fully completed Standard Form (SF) 330, /Engineer Qualifications: (form available at: https://www.gsa.gov/forms). The SF330 shall not exceed a total of 55 pages in a common font, size 12, single spaced. Use graphic presentations where such use will contribute relevant data. The background color of each page of the submission shall be white or ivory stock only. A page is defined as each face of an 8.5 X 11-inch sheet of paper containing information. Scope of Work The Architect/Engineer (A/E) firm shall furnish professional services for 100% design for building 194 at the VA Northern Indiana Health Care System, Marion Campus, 1700 E. 38th Street, Marion, IN 46953. The design will include Schematic Design, Design Development, Construction/Bid Documents per the A/E Design Submission Instructions Document, Construction Administration Services, Technical Specifications, and Cost Estimates. The building 194 improvement shall be designed to accommodate the following functions, in accordance with the guides, manuals, and planning criteria.: Building 194 Electrical Sub-Station Convert empty bay into Electrician Workshop. Administration Office Space. Work bench space. Tool and Equipment Storage Toilet and Locker Room Paving of access road Installation of new parking lot Special items to consider for this project: Sanitary lift station to accommodate plumbing installation. Elevated storage utilization with weight load considerations. Climate Control - HVAC The Schematic Design shall include a comprehensive study, inspection, and report of the existing project area conditions, which shall include HVAC, electrical, architectural components, plumbing, fire protection, etc. A/E shall provide a preliminary construction duration time for planning purposes. Communicate this information to all bidders for their review and inclusion within their bids. State in the bid documents that the contractor will be required to review and note any concerns regarding the projected construction duration. A/E shall develop and provide schedules of equipment and furniture necessary to activate and operate the room/areas located in the project area. A/E will be responsible for complete functional design and provide biddable documents meeting all the requirements. The VA Technical Information Library (TIL) available at http://www.cfm.va.gov/til/index.asp is managed by the VA Office of Construction and Facility Management. It is the master repository for all VA Numbered Standards for Construction to include design and construction specifications, procedures, standard details, BIM/CAD standards, equipment guides, space planning and design guides. The documents of the TIL shall be the minimum design criteria for all VA projects performed in the construction of new facilities and the modernization, alteration, addition, or improvement of its real property. The resolution of the conflict shall be made by the authority having jurisdiction for VA to ensure consistency department wide. Designs for construction must result in a complete and usable facility or improvement when built. VA policy (VHA Office of Capital Assets Management, Engineering and Support memo Updated Construction Guidance and Expectations dated Sep 12, 2016) requires the A/E to certify that their design (including all bid alternates/bid deducts) does not depend on future construction projects. The A/E must also certify that the design excludes furniture or equipment that will be procured separately, unless otherwise directed by the VA. Equipment included in the design is limited to items required to meet code for building occupancy; items covered in the VA s Master Construction Specifications (PG-18-1), Divisions 1 through 10, 13 through 26, or 28 through 48; non-IT equipment items in Division 27; and items in Division Numbers 12 31 00, 12 32 00, 12 34 00, and 12 36 00. Exclude all other equipment and furniture unless the VA directs their inclusion. The A/E shall submit as part of the Final Bid Documents submittal a signed letter on company letterhead stating the design s independence. The project is to provide all necessary modifications and additions to VA NIHCS existing building structure, mechanical, electrical, and plumbing work. A/E shall be responsible to review existing conditions to locations planned for development. Existing drawings of Buildings 194 are on file at the VA NIHCS for review by the A/E. Access to files shall be coordinated with the COR. The AE will employ a third-party commissioning agent to certify the design and construction meet Federal Mandates. The commissioning authority will verify the performance of the components and systems and, to ensure design requirements are met, develop a commissioning plan, inclusion of commissioning or requirements in construction documents, verification of installation and performance of commissioned systems (testing and system monitoring), operation/maintenance manuals and training, and a commissioning report. The A/E team shall work with the commissioning agent throughout the design and construction process to assure all sustainable objectives are met. The AE will employ a third-party construction cost estimator. The cost estimator is to be a separate, independent, un-biased and non¬affiliated entity sub-contracted by the A/E. The A/E may not use their own personnel to complete any requirements stated within the Cost Manual. All drawings shall adhere to VA project software requirements for Building Information Modeling (BIM) and Computer Aided Design (CAD) available at http://www.cfm.va.gov/til/projReq.asp. BIM software shall be Revit 2020 or the latest version available to VA NIHCS, Marion Campus. The project BIM model minimum requirements shall be developed to include the systems described below as they would be built, the processes of installing them and to reflect record drawing conditions (possibly incorporating into the Marion VAMC Master Record Drawing pending facility expertise). The deliverable model at the DD and CD design phases shall be developed to include as many of the systems described below (but not limited to) as are necessary and appropriate at that design phase. The A/E shall prepare all necessary drawings. The degree of completion and the stages of submission shall be as hereinafter specified. The VA NIHCS will provide all standard details, master specifications, design criteria, etc. A/E discussion with the VA NIHCS personnel concerning requirements will be arranged by and participated in by appropriate Engineering Service personnel. The A/E shall participate with the Project Engineering and other Services in review of project scope, design review comments, etc. There will be (1) submissions for schematic design drawings, and one (1) submission for design development drawings, (3) three submissions for construction documents (95% and 100% complete) plus a final submission which constitutes a complete bid package consisting of drawings, specifications, detailed final cost estimates, phasing and sequence drawings within each phase, and project bid alternates. Drawings showing architectural and other features of the affected building are available in files of the Engineering Service, VA NIHCS. The drawings are not to be expected to be accurate in all respects, and the Architect-Engineer is to verify all features affecting the project by field investigation. The A/E shall develop the project utilizing Revit 2025 and Building Information Modeling BIM to develop architectural design drawings, renderings, construction documents, and record drawings at completion of construction as per the VA BIM guide located on the VA Technical Information Library (TIL). At each scheduled submittal date, the A/E shall submit to the VA a list of the submitted files that shall include 3D Views, Facility Data, and Revit Data Files. Submittal drawings shall be full size plots suitable for half size reproduction. The VA has ownership of the rights at the date of Closeout Submittal to all CAD files, Revit 2025 BIM Model and Facility Data developed for the Project. The VA may make use of this data following any deliverables. For preparation of construction specifications, the A/E will provide specifications in "Word" format and pdf format. The A/E shall supply copies of the specification files, combined into single document, to be electronically transported to the CO for incorporation into the VA specification booklet. Schedule & Submission Requirements Times listed herein are approximate and subject to negotiation. Each milestone in the timeline is subject to completion of the predecessor task and project requirements external to AE scope; as such, calendar days for task completion shall be negotiated instead of actual dates. The following is an estimated milestone schedule in terms of business days. Federal holidays do not count as business days. Completion of Construction Administration Services will not be dependent upon award of Construction Contract. Construction Period Services Contract Procurement Attend contractor s Pre-Bid site visit and respond with recommendations to any questionable items. If necessary, develop amendments or assist with project procurement. A written response is required. Attend one pre-construction meeting after award of contract. Submittal Review The A/E firm shall review all construction materials, equipment, and change orders proposed by the contractor for use in construction of this project. All submittals and change order proposals will be reviewed for compliance with the specifications and reasonable costs and returned to Engineering Service within seven (7) calendar days after receipt. Site Visits The A/E shall provide site visits as requested by the COR as noted below: One (1) visits for the pre-bid conference. One (1) visit for the pre-construction conference. Six (6) visits for general construction inspection/progress. Two (2) visits for Intermediate A/C Inspections. Two (2) visits for final inspections. A/E to provide other construction phase services as defined in signed contract. Misc. The A/E shall review and answer all RFI s submitted by the contractor. A/E to participate in weekly telephonic project meetings with the VA and contractor. As-Built Drawings The A/E shall modify design drawings and models based on marked drawings supplied by the contractor and are to be verified by the A/E in field. As-Builts are to include all addendums and bulletins issued by the VA/AE during construction. These changes shall be bubbled and dated. An electronic Revit BIM 2025 and AutoCAD 2025 model of the As-Builts is to be submitted to the COR on CD-ROM. Any approved shop drawings with major differences from contract drawings, supplemental agreements processed change orders, etc., shall be incorporated. The A/E shall deliver updated record drawings (4 sets); (2) ½ size sets, (2) Full size sets. - -- - END OF SCOPE - - - - SUBMITTALS INSTRUCTIONS: Deliver via email a PDF file to eric.sweatt@va.gov. EVALUATION CRITERIA: The government will evaluate each potential contractor under the terms of its: Professional qualifications necessary for satisfactory performance of required services. (20% weighting) Provide resumes of key personnel to demonstrate relevant qualifications and experience. The resumes shall include: Name of the individual, company position, years with the company. Lighting project work experience, certifications, and educational background. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (30% weighting) Demonstrate experience and competence with comparable historical building projects that: Require a section 106 permit with the State Historic Preservation Office (SHPO) Require a Certified Industrial Hygienist service for abatements, air monitoring, etc. Require the inclusion of asbestos abatement in the design. Require the hiring of a third-party commissioning agent as well as a third-party construction cost estimator. Submit at least three but no more than five projects completed within the last five years Capacity to accomplish the work in the required time. (20% weighting) Identify main disciplines and tasks for the project. Provide quantity and availability of key personnel in these disciplines for the project. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (20% weighting) Provide a summary description of at least three but no more than five prior projects completed within the last five years of comparable scope, size and complexity, including: Contract number, brief description of the project, type of contract, amount of the contract. Name, Phone number, e-mail address for contracting officer/contracting officer representative. Performance reviews and ratings Location in the general geographical area of the project and knowledge of the locality of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; (5% weighting) The proximity of each firm which would provide the professional services and familiarity with the area in which the project is located will be evaluated. This criterion will apply to the offices of both the Prime Firm and any Consultants. Geographical area is limited to a reporting time of 4 hours. Provide: Primary means of travel (car, plane, etc.) Length of time (in hours) between departure from architect engineer office to arrival at project location Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract change to include drafting statements of work cost estimates.
