AI Contract Overview
The Federal Highway Administration’s Central Federal Lands Highway Division, in coordination with the National Park Service, is inviting bids for substantial road improvement work within the Mojave National Preserve in San Bernardino County, California. The project involves enhancing approximately 56.5 miles of roads, including Kelso-Cima Road, South Kelbaker Road, and Morningstar Mine Road, with the primary goals of improving safety and access for visitors. Scope of work includes resurfacing, restoration, rehabilitation, full depth reclamation, roadway widening to 26 feet, minor realignment, and reinforcement of 48 low water crossings using concrete barriers and riprap. Additional safety upgrades feature the installation of mumble strips, pavement markings, signage, and paved pullouts. Specific realignment is planned at the intersection of Kelso-Cima Road and Morningstar Mine Road. Environmental sensitivity of the area and the presence of tortoise crossing structures necessitate careful scheduling and construction practices. Key elements of the contract encompass significant quantities of materials and construction features, such as 110,000 tons of asphalt concrete, over 133,000 tons of aggregate for road base, 49 miles of full depth reclamation, and 44 miles of fencing with tortoise barriers, amounting to extensive earthwork and ecological protection measures. The estimated contract value ranges from $80 million to $120 million, reflecting the scale and complexity of the work in this natural resource-sensitive area. Bidders are expected to have prior experience with large-scale projects in similar conditions and must be attentive to traffic management, visitor relations, and timely project completion. The solicitation has no set-aside status and responses were due by May 19, 2026. The contracting office is based in Lakewood, Colorado, with primary contact available via email.
