California Vegetation Treatment Program (CalVTP) Update

The West Santa Clara Landscape Resiliency Project encompasses approximately 143,375 acres along the western boundary of Santa Clara County, extending from the wildland-urban interface of the Santa Clara Valley and southern Bay Area into the Santa Cruz Mountains. The project’s primary goals are to reduce wildfire risk, enhance community and ecological resilience, and improve biological diversity through a range of vegetation treatments including ecological restoration, wildland-urban interface fuel reduction, and strategic fuel breaks. Treatment activities consist of prescribed burning, manual and mechanical thinning, targeted herbicide application, and prescribed herbivory, all aligned with the methodologies and environmental standards established in the California Vegetation Treatment Program (CalVTP) Program Environmental Impact Report. Implementation will occur in phases, contingent upon funding availability, resource allocation, community engagement, and collaboration among partner agencies. The project is governed by a Project-Specific Analysis and Addendum to the CalVTP EIR, which confirms its consistency with the program’s environmental review and satisfies CEQA requirements under Sections 15162 and 15168(c)(2), eliminating the need for additional environmental analysis. The City of Gilroy serves as the Responsible Agency for project oversight and administrative approval, while the Saratoga Fire Protection District acts as the Lead Agency responsible for preparing the environmental documentation. The place of performance is primarily in Gilroy, California, with treatment activities spread across the vast project area.
