Call For Solutions- Advanced Manufacturing Components and OIB Technology Insertion

The Army Contracting Command – Redstone Arsenal, acting on behalf of the U.S. Army Aviation and Missile Command, is seeking innovative solutions for Advanced Manufacturing components and Organic Industrial Base technology insertion through Call for Solution PANRSA26P0000036735 under the overarching Army Open Solicitation W9128Z-25-S-A002. This initiative targets the modernization and sustainment of aviation and missile systems by accelerating the adoption of Advanced Manufacturing technologies that alleviate supply chain constraints and enhance materiel readiness. Offerors are expected to provide end-to-end engineering and technical support spanning candidate assessments, concept development, design maturation, material and process selection, prototyping, and full qualification and certification of components for transition to the Organic Industrial Base. The effort requires the delivery of stable, documented designs compliant with Manufacturing Readiness Level 7, ensuring no known producibility risks, along with full Technical Data Packages at Level 3 per MIL-STD-31000C, including additive manufacturing files, Manufacturing Process Descriptions per DI-SESS-82465, and test results in accordance with DI-MISC-80711A. All intellectual property developed under this effort is government-owned and must be delivered in native format. The scope includes establishing Process Control Documents to ensure quality and repeatability across production sites, developing training curricula, integrating new processes into existing OIB workflows, and providing technical input to support Airworthiness Requirements, Maintenance Engineering Calls, and Engineering Change Proposals. The submission process follows a three-phase approach: Phase 1 requires a Solution Brief limited to five pages excluding required annexes such as the Organizational Conflict of Interest analysis, Business Status Certification for Other Transactions, and Intellectual Property disclosures; Phase 2 offers an optional live or virtual pitch for selected responders; and Phase 3 invites advanced offerors to submit a full technical proposal. Responses must include a proposed project schedule and total estimated out-the-door price, though no fixed contract value or CLIN structure is pre-defined. Offerors must be registered in the System for Award Management with an active Unique Entity ID and Wide Area Work Flow capable of invoicing, and must not be suspended or debarred.
