AI Contract Overview
The Army Contracting Command – Aberdeen Proving Ground is seeking innovative solutions through a Call for Solutions to develop the Army Intelligence Data Platform (AIDP), a modern cloud-based intelligence analysis system designed to operate seamlessly across Top Secret to Secret classification levels, supporting global access and interoperability across strategic, operational, and tactical echelons. The platform must deliver a unified user experience with common analytic tools, operate in contested and degraded network environments including DDIL (Denied, Degraded, Intermittent, and Low bandwidth) conditions, and integrate with existing military systems using Zero Trust architecture and Modular Open Systems Approach (MOSA) principles. The solicitation, numbered W56KGY26RAIDP, requires proposers to submit a two-volume proposal through the Vulcan platform by 1700 EST on 12 August 2026, with Volume 1 limited to 20 pages covering technical architecture, risk management, project schedule, and compliance with standards such as MIL-STD-2525C and FM 2-0, and Volume 2 containing pricing structured as a Not-to-Exceed catalog for two modular components: Enterprise Cloud and Tactical Edge. Offerors must hold an active Unique Entity ID and CAGE code, maintain SAM registration, and submit a signed Organizational Conflict of Interest certification disclosing or affirming the absence of conflicts. The Government will evaluate proposals based on equal-weighted factors including technical merit, innovation, feasibility, schedule, data rights, and price, with award anticipated under a Firm-Fixed-Price contract or Other Transaction Authority for prototype development, followed by potential production follow-on orders. All submitted materials must comply with Controlled Unclassified Information handling protocols, and vendors must agree to use only Government Furnished Information for prototype purposes, with strict prohibitions against reuse in other competitive efforts. Performance will be delivered globally across cloud and edge environments with inspection and acceptance conducted by the Government based on demonstrated capabilities during technical evaluations and product demonstrations.
