Caloosa Parkway Roadway Improvement

The City of Cape Coral is soliciting bids for the Caloosa Parkway Roadway Improvement project, identified as solicitation 2026-ITB-PW-048-MR. The selected contractor will provide all labor, materials, and equipment for comprehensive roadway work, including clearing and grubbing, regular excavation, erosion control, milling and resurfacing of asphalt, and the installation of 8 inch LimeRock base and Superpave SP-12.5 asphalt overlay. Additional requirements include the installation of sod, pavement markings, and raised pavement markers in accordance with MUTCD and FDOT standards. The project is scheduled for completion within 120 calendar days from the Notice to Proceed, with regular working hours from 7:00 AM to 7:00 PM, Monday through Friday. The contract will be awarded to the lowest responsive and responsible bidder based on price, resources, capacity, and past performance. Mandatory requirements include a payment and performance bond for 100 percent of the contract amount, a certified Quality Control Plan signed by a Florida Professional Engineer, and comprehensive insurance coverage, including Commercial General Liability of 1 million dollars per occurrence. The contractor must also comply with the Davis-Bacon Act, Equal Employment Opportunity standards, and specific environmental protections for threatened Burrowing Owls. Bids must be submitted electronically via the OpenGov platform by 2:00 PM on October 19, 2026. All payments will be processed via ACH direct deposit, and the city's obligations are contingent upon annual appropriation by the City Council.
