Campus-Wide Fire Suppression Assessment

The Federal Emergency Management Agency, under the Department of Homeland Security, is seeking a contractor to conduct a thorough, campus-wide assessment of all fire suppression systems at the National Emergency Training Center in Emmitsburg, Maryland. The scope includes inspecting, testing, and documenting every component of existing fire suppression infrastructure to determine current operational status, compliance with NFPA standards, identified deficiencies, and any immediate risks to life safety. The contractor must evaluate the remaining service life of each system, provide clear recommendations on whether repairs or full replacements are warranted, prioritize corrective actions based on urgency and risk, and deliver detailed cost estimates for all recommended work. Additionally, the contractor is required to develop a long-term modernization strategy to guide future upgrades and ensure sustained compliance and safety. Each building on campus must be individually assessed with a comprehensive deficiency and compliance matrix delivered as part of the final report. The effort is designated under the 8(a) program, indicating a preference for small, socially and economically disadvantaged businesses. The work is critical to maintaining the safety and regulatory standing of the facility, which supports federal emergency response training.
