In 2020, the County Board of Supervisors approved a request for Triangle Rock Products, LLC (Applicant) to amend their existing Use Permit to expand mining operations at their Sacramento Aggregates Facility by an additional 161 acres. The expansion proposal was known as Carli Expansion (Carli Expansion, County Control Number PLNP2017-00243). As set forth in the conditions of approval for the Sacramento Aggregate Facility, mining activities will cease on February 5, 2033, and reclamation shall be completed by February 5, 2035, with monitoring continuing until February 5, 2040. The Carli Expansion proposal did not change the rate of processing or rate of production of the permitted Sacramento Aggregates Facility and is expected to have the same closeout date as the previously approved use permits. Of the 161-acre Carli Expansion area, there was an approximate 11-acre area that was to be excluded from mining activities due to the presence of wetland features. The applicant is now requesting to amend the Carli Expansion Use Permit and Reclamation Plan to include mining activities and operations on the previously avoided 11-acre site (a portion of APN 067-0120-073). The proposed Carli Expansion Amendment (i.e., proposed project), to now include the 11-acre parcel, would not change the operations of the mine, the daily amounts for mined materials, nor change the expected dates for closeout and reclamation. Requested entitlements include the following: 1. An Amendment to a Use Permit (PLNP2017-00243) to allow expansion of surface mining onto an additional 11 acres, within the previously approved expansion area. 2. An Amendment to the Reclamation Plan to include the expanded mining area. The end use of open space and dry grazing of the Reclamation Plan will remain unchanged. 3. A Development Agreement Amendment between the Applicant and the County of Sacramento.
