Full Description

NA The U.S. Army Space and Missile Defense Command intends to negotiate a sole source contract with Innovative Emergency Management, Inc., (IEM) Baton Rouge LA. The Joint Program Office, Guardian requires immediate and specialized design analysis support cap ability to meet demanding program initiation schedule milestones for the Chemical, Biological, Radiological, and Nuclear (CBRN) Installation Protection Program. An initial prototype analysis process is required by mid-December 2003 to support a Program In itiation Decision and various contracting activities. This contract shall be issued using other than full and open competition procedures in accordance FAR 6.302-2(a)(2). The nature of the contrator's required infrastructure, associated technical acumen, and organizational expertise, that are needed to provide the support under the proposed contract, is highly specialized. IEM is the only company that can provide the required services within the required timeframe. This is not a request for competitive proposals but parties purporting to have the requisite credentials to perform these services must furnish in writing, factual information, which clearly supports and demonstrates evidence of such abilities. This information must be faxed to Susan Dell (30 1)619-5069 by 01 December 2003 NLT 1600 hrs EST. A determination by the Contracting Officer not to compete this proposed action based on any responses from this notice is solely within the discretion of the Contracting Officer.
