The Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic) is seeking information on commercially available Cellular Detection Systems that meet specific technical requirements. The system must provide highly accurate, near real-time detection and three-dimensional tracking of various wireless signals, including all cellular device frequencies, Bluetooth, WiFi, and RF energy ranging from 0Hz to 6GHz. It must operate passively without mimicking a base station, detect and track signals within defined boundaries with no more than a six-second delay, and offer a graphical user interface displaying a three-dimensional map of the area. The system should rely on signal time of arrival for detection rather than signal strength, be sensitive enough to detect cellular pings to towers, and provide continuous 24/7 operation. Additionally, it must securely store audit-ready detection data indefinitely, send immediate alerts and email notifications on detected events, support real-time and stored signal/threat analysis, comply with DoD SCIF hard-wired standards, and integrate with Quintron IDS and badging systems. This request for information (RFI) is intended for planning and information gathering only and is not a solicitation or commitment for contract award. Vendors are encouraged to submit company details, product descriptions, pricing, and available General Services Administration (GSA) schedule information. All responses will be treated as public information and may be included in SSC-LANT documentation. The submissions will be reviewed to inform future SSC-LANT projects, with equipment selection based on several criteria, including responses to this RFI. Potential vendors should not submit proprietary info and can expect possible follow-up for clarification. Submissions are due by noon EDT on June 20, 2014, with questions directed to designated contacts.

Review of this information is being performed by SSC-LANT Code 63320, which aims to conduct objective comparative assessments and validations of commercial Cellular Detection System to determine if the solution meets the Governments requirements. All information received will be treated as public knowledge and may be used in SSC-LANT documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, URL, revenue, and number of employees. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, and the point of contacts phone number and e-mail address. 4. Product name and a description of features. 5. Cost information such as purchase price and General Services Administration (GSA) schedule information. The submitted information will be evaluated for inclusion in SSC-LANT projects. If a SSC-LANT project requiring this type of equipment is executed, the equipment selection will be based upon a number of factors, including responder surveys and focus group inputs. Consequently, follow-up requests for feedback should not be made through Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information.
